Congressman from Peoria, IL who served a Potentate of Mohammed Shrine Temple in 1919. He was a lawyer and served as a private in the Illinois National Guard during the Spanish-American War.

In 1917, he was elected as a Republican to the Sixty-fifth, Sixty-sixth, and Sixty-seventh Congresses, serving until 1923. He resumed the practice of law and was appointed a director of the Department of Trade and Commerce of Illinois, serving until his resignation in 1926.
